I refer to your telegram #2757 of 24 April.

Indo China, producing as she does large quantities of
anthracite, the exporting of which after the war is likely to run
up against strong competition, is really in a position opposite to
that contemplated in your telegram referred to.

The problem for the future seems to me to be: To promote
a wider use of coal in heating - plants, eliminating oil heating
and the use of Diesel engines, while at the same time continuing to
push exploitation of water power where opportunities for it are
presented under sufficiently favorable conditions.

If this plan is to be followed, the solution offered by
your Technical Services could be applied only for the equipping of
certain small plants in the interior, where transportation difficult-
ties make fuel prices prohibitive and where there are no --N-- falls
near by. I do not wish to be guilty of failure to comprehend this
aspect of the question, and for that reason I consent to the purchase
of 20 machines of the type proposed.
