DECOUX asks for a 10% salary-supplement for certain classes of civil-service personnel to help meet the rising cost of living as this is hardest on the middle-class natives. He desires the new supplement (the fifth since 1 November 1931) to begin 1 July 1944. The annual cost to the National budget will come to about 3,300,000 palates.

DECOUX proposes a sliding scale of supplements to the active duty pay of civil service employees, effective retroactively as of 1 April 1944, which will cost the Indo-Chinese budget approximately 700,000 palates a year. This will rectify the existing situation in which the employees in the lower income-breakets are enjoying disproportionate advantages.
