As you have been able to observe by Mr. SALADE's
telegrams, and as it was easy to foresee, considering the
circumstances, the latest interviews which our Consul at
Peking has had with Dr. TSU MIN TI have produced no (tverbal?)
results.
Do you think that Mr. SALADE should deliver to the
Minister of Foreign Affairs a written protest from the Embassy
against the measures taken with regard to the Canidrome? If
so, telegraph me a draft of the text. I will do what seems
to you to be more advisable, but it will be only wasted
effort*.
(Part 2) Moreover, Mr. SALADE telegraphs me that because
of the démarche in process concerning the Canidrome, he
preferred not to explain to Dr. TSU MIN TI the tenor of the
answer regarding the C.P.T. Do you think there will be
occasion to change the form of this answer, or on the contrary
that it (?would be?) advisable to deliver it to the NAL KIAO YOU
as soon as Mr. SALADE receives it, and even to inform the
Minister of Foreign Affairs of its purport at once?
