La Presse which has shown itself very reserved in its account of the declaration of President Roosevelt shows its satisfaction in publishing it under a special title "La Flotte". The American Fleet is going to shoot first at the Nazi and Italian warships. "La Canada" which is considered a well-informed interpreter of the mind of the Canadian Government writes: "The safety of Great Britain depends upon the freedom of the seas and the security of the U. S. depends on the other hand on the British struggle". President Roosevelt made an important decision which is grave but not taken in haste. The paper adds: "It will be rather surprising if the mass of the American people would not accept that decision as a logical gesture even in spite of the isolationist sentiment which still dominates everywhere." The declaration that the American Navy can now be considered virtually as an ally, puts the British public on guard against too extended an interpretation of the words of the President.
