I comment in part:
(1) It is my duty to tell you that wartime legislation exacts from the majority of Canadians (a great deal) ... It is impossible to evade the law.
(2) The withholding of the second subvention will create a serious situation in our financial administration. I encounter endless difficulties without an end in sight. The break is bound to come. Make your own decisions.
