With reference to your telegram No. 12 - Authorisation for Frenchmen to leave France is not dependent upon proof of their having obtained employment in the United States, but only upon proof that they have been invited to occupy a position. With reference to foreigners resident in France, permission to leave depends only on their having work in the country to where they propose to go.
