- From: Ottawa, July 24, 1941.
To: Vichy.
Message No. 263.
The news of the Franco-Japanese accord concerning Indo-China has not provoked the comments which might have been expected. There are very few comments from French Canada, and in this neighbourhood the only article on the question is in the "Citizen" which treats only of Japan's foreign policy and says merely, with no emphasis, that France has not considered it wise to do in Indo-China as she did in Syria.
