To: Vichy.
Message No. 264.
It is officially announced that persons resident in Japan can no longer export from Canada. The financial affairs of such persons also must be under the direct supervision of the controler of foreign exchange (Canadian exports to Japan during the first half of 1941 are only $--- as compared with $--- for the same period of the preceding year). An addendum to the official order states that (Japanese) ships in Canadian ports will be held. At the request of the (British ?) government, the measure will also apply to the belongings of (trade representatives ?) in Canada.
Numerous articles in the press show that the disease which is rampant in the Pacific is reaching out to the North American continent.
