Please send me your recommendations by telegraph. (What is necessary?) for the carrying on of your work in the country of your residence in 1942? I have an approximate idea of what you have received during 1941, and of the modifications which you would suggest for such and such projects. Changes are permitted in the United States only under exceptional circumstances.
