- From: Ottawa, August 19, 1941.
To: Vichy.
Message No. 307.
Referring to my telegram No. 256 of September 13, 1940 and to your telegram No. 153. xx
Inclined to avail themselves of the services of the legation as requested by $\qquad$ up to the beginning of hostilities ${ }^{\text {xxx }}$ to arrange for the coming of M. Renault, they now tell me that "the situation has changed considerably since August". It seems to me that their difficulties in arranging for him to join the staff of the University of Quebec have led to a change of plan.
x - not received.
xx - Refer to our File No. D-51.
xxx - Possibly refers to open break between London and Vichy.
File No. D-114
