- secretaries to the heads of departments and under-secretaries in the central administration. All these are included amongst those to which articles 23-25 of clause VII of January 26, 1941, (Official Journal for January 28), and article 1 of our decree of July 14, 1941, (Official Journal for July 16), apply. All the above will be answerable to the President. This obligation applies to their persons and all their "worldly goods".
In the case of those (who refuse the oath ?), after an enquiry has been made and the conclusions discussed, the judge shall pronounce sentence (in the civil court ?) with costs, and apply the following penalties which may be suspended (?) or take effect at once: annulment of political rights, either with respect to residence in France or with respect to the administration.
