On the authority of the accompanying telegram would you please request your "agents" and those under your authority as well as those connected with the consular posts related to your mission, to reproduce in their own hand writing, in duplicate, signed and dated, the form of the oath as stated to you. On account of the delays such documents will experience in reaching the Department, I would request you to let me know immediately by telegraph that you and those under your authority (list ----) have taken the oath. Would you also let me know the names of those who refuse?
