I am sending Your Excellency the telegrams from the Havas correspondent which refer to the invitation from the French people of Montreal and the Province of Quebec, through the civil and religious authorities, to our Consul-General requesting him to take part in the celebrations of the three hundredth anniversary of the founding of Montreal.
