Considering that the reorganization of our post at (San Francisco ?) could only be carried out by one who had already been successful in our consulate in this city, I have decided from the reports to recall M. (GANDERUTZ ?) and to give this consular post for the second time to M. MERCADAS (MERFIDES ?) -----. Without waiting for permission from the consular commission, I would ask you to urgently request the American authorities for their approval of this nomination of M. MERCADAS as our Consul-General in (San Francisco ?).
