Message No. 237.
At the request of (Admiral DARLAN ?) I would ask you to invite those persons who are teaching and are under the department and the members of your posts, to sign one or the other of the two declarations authorized by Article 5 of the law of August .. 1940, which refer to (de GARLITO ?) organizations. The declarations must be in the prescribed form sent to you in July 1941, and must be signed by the personnel of your posts. In case you have none of these in your possession would you request them from our ambassador in Washington.
Would you reply by telegram that the present instructions have been carried out, and eventually, let me know the names of all those who refuse to sign one or the other of the prescribed declarations.
