Referring to your telegrams Nos. 304 - 308.x

The (President ?) of Uruguay not having granted an extension ... the government of Uruguay will not have agreed to make a decision within the prescribed time. Consequently, if no other official communication reaches you by the evening of January 4 you will have it announced on the morning of January 5 to the Uruguayan government that our government, not having received satisfaction, has decided to recall you. You will hand back ... and break off relations immediately and go either to ... or to ... where I will send you instructions later.
