By the decree of 13 November 1941 the chancellery has been (dispenses with ?) in consulates of Class 2.
By the decree of 7 January 1942
1) M. de NICOLAY, vice-consul in charge of the chancellery at ..., has been placed in charge of the new consulate established in that city by the decree of 27 October 1941.
2) M. (CHALET ?), consul of Class 2 in charge of the consulate at ... has been put in charge of the consulate at Porto Rico.
These two men have renewed their (oath ?) while passing through Washington. Would you please inform the State Department of these changes and request from the authorities that M. de NICOLAY
