By the decree of January 7, 1942, M. (RANIER ?) from the Chancellery at San Francisco ... has been put in charge of the consulate at San Jose, Costa Rica. The change should not affect the unity of the personnel of these two consulates. It will enable you to provide an agent at the legation who will effect a liaison as suggested in telegrams Nos. 202 - 203. M. (RANIER ?) is at present convalescing after an operation.
