Referring to your telegram No. 448* and to those from you which have been forwarded to me by the Ambassador in Washington.**
Tell the secretary to the Minister of External Affairs that the French Government expects Canada to associate itself with the action of the American Government with a view to accomplishing the return of the territory of St. Pierre and Miquelon.
On the other hand the French Government does not understand what could have brought about in Canada such a situation on such an important sea route.
When the GREENSLADE - ROBERT treaty was being drafted last year with a view to maintaining our control over our American possessions, this friendly treaty was extended to the territory of
