of AFN will be transported on the ... to Casablanca. The Argentine Government will be responsible for delivering the suitable export licences. These goods will come as part of the programme of supplying AFN by the United States. On the other hand the French Government will make the same undertakings, concerning the re-export of Argentine goods imported into AFN, as were agreed to in the Franco-American accord for the supplying of North Africa. Subject to the approval of CAA, the export of North African products to Buenos Aires for distribution in Argentine markets will be authorized.

(c) The two French ships which are in use in American waters must not serve the nations which are at war with Germany nor use the ports of these nations. The ships must consequently ply between non-belligerent ports of the American continent. No member of any revolting French crew can remain on board these ships. The crews shall be repatriated at the first opportunity on board a ship bound for Casablanca after the conclusion of this accord.

(II?) As soon as Admiral ST...ANT shall have indicated to you that he is in a position to give the above guarantees, I shall inform you of:

(a) the price which we shall ask for each of the ships, the condition of sale and the arrangements for compensation to be granted the French Government should the ships be lost (... of replacement).

(b) If, while awaiting the definite conclusion of the accord the KATIOKY can be put at the disposal of the Argentine Government.

(III) I shall let you know before March 3 the formula which we hope to see inserted in the accord
