Your telegrams 610-11, 612-14 and 617. I have made quite clear to M. CORDELL HULL the concern of my government over the publication of the note which he gave to the press on March 2, pointing out the position taken by the government of the United States with reference to the dissidents who are now in control of our possessions in the Pacific.
I told him that this new altitude was strongly objected to by Your Excellency.
M. CORDELL HULL told me that all the reports originating in London referring to his declaration of March 2 are incorrect. Amongst other things he contradicted the statement that there was any financial agreement between the Consul-General of ... and the local dissident authorities (Your telegram 612). He made it clear that the words of his announcement "to the exclusion of any other French authorities" signified that the
