It is desired to know the general attitude toward our country of those persons in a position to obtain travel visas and resident in America.

Please send information, referring to the country of your residence and preliminary to detailed reports, concerning the adoption of an hostile attitude towards France due to her part in the war. This request has been sent to all South American Posts.
