- From: Ottawa, Sept. 10, 1941.
To: Vichy,
Message No. 337.
To-day the announcement appears in the press of the signing of an Anglo-American accord limiting English exports to South America. It is interesting on account of the presence of a Canadian Mission in South America, sent by the Prime Minister himself, whose purpose is to arrange for further trade between Canada and the principal South American countries. The announcement paves the way especially for those ministers sent recently to Argentina (?) and Chile (?).
