The correspondent of "Telemondial" tells us that he is in urgent need of money. While awaiting a ruling on the question of transferring American funds, which I have every reason to expect will be cleared up soon, I would beg of you to help him from your cash on hand and charge it to the department. This can be done according to the decree of January 3 last, article 157 (----).
