The couriers ${ }^{x}$ to whom your ambassador has given the diplomatie pouch for Vichy have been asking for payments to cover their expenses when they reach France. This practice is not allowed under the chapter "couriers and the diplomatic pouch", and hence comes immediately under the authority of the cabinet. Furthermore, I would request the ambassador to use as couriers only those of our compatriots who -----. If you do give the diplomatic pouch to them please give them in advance enough money to cover their expenses.
