I have already taken the opportunity of
informing the Department of the excellent work which
has been done by Prof. LOUIS ROUGIER in the field of
commerce in the U.S.A. On several occasions he has not
hesitated to defend our country and our government
before audiences which have often been hostile. In
particular, Prof. ROUGIER has just begun a series of
lectures for ... of France and has presented a
memorandum on the subject to President ROOSEVELT. At
the moment he is writing a series of (articles?) dealing
with the problems of the France of to-day and gathering
around him a group of people who can help him in his
work. ... M. ROUGIER, who has incurred the violent
antipathy of de Gaullist sympathisers, will soon find
himself without funds or a position. On account of his
loyalty to our government, the new free-french University
