Please find herewith the information requested in your N°. 1786 of 15 March, section 1, on the organisation and functioning of the government departments responsible for the fixing and control of prices.
1. Price-fixing.
A. A system of prior ratification of decisions pertaining to prices of local products.
a. For products of Indo-China as a whole; ratification secured by decree of the (t'Commanding General?) issued after opinion from a central price commission under the chairmanship of the Director of Economic Affairs.
b. For products of Industrial --G-- and eventually certain agricultural and forestry products; prices fixed by decree of the local chief administrative officer, issued after opinion from a local commission.
c. For handicraft and farm products, produced in the provinces and for consumption in the provinces; price-fixing by the mayors or heads of provinces after opinion from a provincial commission.
d. For service trades; procedure for price-fixing according to the same principles.
e. For certain farm products of interest to Indochina as a whole and subject to a government monopoly arrangement (just, rattle, cotton, --1H-- --1G-- etc.); price-fixing at the production level by decree of the Governor-General.
B. --G-- system --2H-- permitting control of prices at the distribution-level on local and imported products subject to price-regulation. The control is under the jurisdiction of local price commissions.
