I authorize the sale by the COMPTOIR of 2000 tons of rubber at the price of 16 francs per kilogram loco at the warehouses in Saigon, all taxes included, to the UNION FINANCIERE D'EXTRÉME-
ORIENT acting as agent for COMPAGNIE FRANCO-ASIATIQUE DES PETROLES, Saigon.

In order to ease the strain on the public finances, all purchases of rubber by authorized private parties are to be delivered on priority over Treasury purchases. Requests will be filled by the COMPTOIR in chronological order of their authorization.
