## Circular.
As I have received from our Ambassador at Berne definite information from an authentic source confirming the fact that the Marshal and the Head of the Government have been forcibly carried off by the German authorities and consider themselves henceforth stripped of their authority, I have asked the Ministry of Foreign Affairs to publish in the press the following communiqué. I request you to use it as a guide in the performance of your duties:
"Upon receipt of official information on the subject of the position of Marshal PETAIN and the Head of the Government, Mr. PIETRI, French Ambassador to Spain, having been rendered powerless to exercise his authority, informed His Excellency, the Minister of Foreign Affairs that he considered his mission in Spain to have terminated. He added that the services of the Embassy and of the Consulates would continue to ensure, temporarily, the execution of administrative affairs and the safeguarding of French interests.
