The ardent Mowat as Hamlet is interrogating Gertrude who is meant to represent Ontario. He's asking her how she could have committed such a mistake in her choice. The ghost represents federal powers, his appearance suggests the federal powers' enticing Mowat to take political action rather than take his frustrations out on the province. This is a reference to Act III, Scene iv, following the traveling actors’ play. Hamlet follows Gertrude back to her room and confronts her with a picture of his uncle and his father, asking her how she could have made such a grievous error.
