     The Crooks Act was passed in 1876; it was conceived as a manner by which liquor traffic could be restricted. It granted federal power to limit the number of licences that could be distributed in any municipality, which incapacitated many liquor sellers. Its creator, Adam Crooks, is displayed as Richard III, suggesting that the man held no inkling of conscience over the number of businesses which were destroyed as a result. The liquor sellers were arbitrary victims and are titled as the ‘unchosen.’ Mowat is represented as the decapitator since he was the man who allowed the Act to pass the legislation.
